A Supported Living (SL) agency in Washington State provides individualized support services to adults with developmental disabilities, enabling them to live in their own homes within the community. Services are funded through the state's Medicaid Home and Community-Based Services (HCBS) waiver, administered by the Developmental Disabilities Administration (DDA).
Supported living differs from group homes — the individual chooses where they live, and the agency provides flexible, person-centered staffing based on each client's Individual Support Plan (ISP). As a provider, your agency staffs, trains, and supervises Direct Support Professionals (DSPs) who deliver daily living support.

Washington State supported living funding falls into two categories:
ISS (Individual Support Services) — Individualized, assessment-based funding tied to each client's specific needs as determined by DDA. Rates vary by client and are reflected in the ISP.
Non-ISS Funds — Additional funding sources that may cover specialized supports, community access, or supplemental services outside the standard ISS authorization. Understanding the difference is critical for accurate billing through ProviderOne using procedure codes T2016 and T2017.

The DDA requires all new providers to pass the DDCS interview. This is the gateway to DDA contracting in Washington State.
Apply for DSHS certification under WAC 388-101. Submit your policies & procedures manual and pass a compliance review.
All agency leadership and DSPs must pass Background Check Central Unit (BCCU/WATCH) screening before serving clients.
Register with the WA Health Care Authority (HCA) and gain access to ProviderOne for Medicaid billing.
Recruit Direct Support Professionals, complete HCA Core Competency training, First Aid/CPR, ANE reporting, and client-specific training.
Work with the client's DDA Case Resource Manager (CRM) to implement the ISP and begin delivering and billing for services.
